it has to be totally original art, i get that, but if i'm making a gb game, can i use a screen from the game? or they have to be moc up style pictures?

Why the spirit of the Jam is to create something specifically made for it, during the time of the Jam, there's no way for us to 100% verify that. If your image fits the specs and theme of the Jam, then it should be fine. 

Is all engines allowed?

There should be no engine. You are submitting a PNG file. Any image editing program is fine.

Can you rotate tiles to stay within the 192 tile limit? Like could a tile with one light green pixel in the top left corner be the same unique tile as a tile with a light green pixel in the bottom right corner?

Sadly, the Game Boy can't rotate tiles.

To add to this: if you use the same designed tile but with different assigned colors is that a different tile? Eg a darker green pixel in the top left corner with a light green background.

This would also count as a unique tile. If you were programming the game yourself, you could change the palettes, but since we're using GB Studio (and also trying to make it more accessible) this is not an option. The best bet is to use the tile counter to see if your tile is unique or not.

If I were to create a triangle in a tile and rotate it 90 degrees, is the now-rotated triangle considered a new, unique tile?

I asked this a few comments above. The gameboy isnt capable of rotating tiles so yes it would be a unique tile.

how many frames are animations? For characters? For like a flame, or moving spike? 

No animation. It’s a still image, one frame. You are submitting a PNG.

I’m one of the hosts (answering from my mobile device). You are welcome to submit, and while it’s not explicitly stated, it might be rejected as it’s not exactly “pixel art” and instead is a game asset. We’re looking for works that will function in a gallery, but I’ll reserve any judgements until I see it.

is upscaling legal ? Like my image is really blurred when i open it, but if i upscale it to 240x216 it becomes more visible.

As I understand it, you can use an upscaled picture as the cover or screenshot, but you must add the original Gameboy-sized image as the main file of your submission :)

I have a question: What font do you plan on using for dialog boxes? Would it be full-sized 8x8px, or a trimmed one? Also, what's the character limit for links to portfolio? I managed to fit my links within 52 chars, 8x8px font. Thanks in advance!

We’ll use a variable-width font. There is no hard limit, but having it fit in one or two lines (30-60 characters) is best.

I have a few questions. This is my first time submitting a project on itch.io, and when I go to submit on your main page and click on my project dashboard, it just shows my projects. How do I actually submit the PNG? 
Also did you just want the 160x144 resolution or did you want the upscaled version as well?

Keeping in mind that there are only a couple of hours remaining — if we've already uploaded our submission, are we still allowed to make edits and upload those before the deadline?

Would it be possible to request a deadline extension of a couple hours? I had some unexpected obligations pop up yesterday that left me unable to work on my piece until today, so although I'm working as fast as I can I unfortunately won't be able to finish before the deadline hits.

I was told to fix the resolution of my entry and re-submit it, do I need a new link to submit it or did I just have to edit my project with the new submission?
