I like the notion that characters can build and change the setting…it makes the sessions a little more tightly linked. This system allows settlements to develop without breaking out spreadsheets.

Love the idea of settlement building, as a way to make a home, or stronghold, or simply help out NPCs 

I like the options it provides. I agree it is a good start. What if the players come back with supplies instead of gold. Would you just convert the value of the goods over to a GP value? What value would it be if the players rescue skilled tradesman and convince them with a CHR roll to stay. They could provide an ongoing GP bonus to the settlement but again, how would you price that out? And could they lose it if the tradesman dies or leaves?

I like the concept. Having other things to spend GP and XP on is a novel idea and adds a little bit more control to players in terms of how they'd like to experience progression through play.

I think it could use a little more detail however. For example, the table for Investment results goes up to 14 with a (+) on this entry, but the way that table functions (1d8 + Community Investment bonus) you can't get above a a 14 with the way its written currently.

But again, really great idea!

I like this idea a lot.  This idea especially could be useful if the team wants to build a settlement up.

Content: 8 of 10.  Great! 
I will be bringing this to my players as an option. 1 point lost for type-os. 1 point lost for "Community Events" being potentially devastating and always negative. I'm not sure why the players should be punished for advancing their Standing within the community. "Thanks for building that orphanage ... did that kid just summon a demon?"

Layout and Design: 2 of 10 Boring.  
Times New Roman font, incorrectly background color "Designed for use with ShadowDark RPG.  The page margin are set to the default setting instead of being very narrow to allow more content on each page. Headers aren't big enough because of this. It's also very noticeable when it comes to the tables not being justified based on the content within the cells, columns, or rows.  Some text needs to be center aligned vertically and horizontally within their cells.   +1 point for the only two images in the pdf being quite good and evocative.

NGL, I was ready to not like this, because I feel like the carousing rules are one of the really special things about Shadowdark, and they bring the feel of sword and sorcery style adventures to the fore.

But I have to admit, this might be my personal favorite entry in this game jam so far.  This is a good idea that is well thought out and executed.  Congrats on a solid entry!
