You need a scuba mask and a oxygen tank (both from the store) 

Combine both and get to the bottom of the lake 

Then, grab it and drag it to the shore. It's nearly weightless because of the funny water physics

Surprisingly enough, there IS such a feature! (In 8.2 currently but i haven't checked the previous versions)

It's in the reset menu, and it's called Clean dirt and Grime!

When you mean you can't reach the safe, are you having trouble sinking to the lakes floor to get it? Kel will sink quickly to the floor if you don't press space. You can easily get there if you have a scuba mask with an oxygen tank equipped.

If you're having trouble moving the safe, you can quite literally just grab it and drag the darn thing. the water physics somehow allow you to pull the thing pretty easily.

He does eventually leave, however he'll instantly go away with the Brew.

If he is bugged, you can use the debug scrape command to delete him (as well as all occurring events) note that this command can cause additional issues and bugs since it doesn't cleanly disable events.

Just remember to sleep before midnight and he won't ruin your day.

I think what needs to happen is that events need to be better categorized such that:

passive threats like what happend with you will allow you to pause and save 

actual threats that chase you and harm you should only be able to pause your game

then again, what is happening is very circumstantial because we have holiday threats that were haphazardly thrown in without any oversight on other threats that could cause issues like this.

Hopefully a quickfix gets sent out to swap us out of holiday mode.

ps. if you cannot find the event that's messing with your sleep, you can go to a terminal and type debug (space) events to check which is active currently. 

you can also use debug scrape to stop all events that are occurring (even krampus is unstoppable to the mighty scrape command)

Yeah, VOTV is notoriously not user friendly.
You either learn on quickly or struggle. I do like the dev added a hint menu to help new people out, though the wording can make it hard to understand sometimes

Its probably not the best version to get if you're new with the game, 8.2 is expiremental right now with a ton of bugs and with time-specific holiday threats that can screw over any person who's not familiar with them.

I would recommend playing 8.1 since it's much more stable and doesn't include Krampus. 

im pretty sure its supposed to be like this considering the lore implications. its not meant to be pleasant to look at, and its a miracle that its still working despite years of being unmaintained.

the company wanted cheap, top of the line equipment and they got what they wanted at the dismay of the employees.
