Why is My Payout Request Canceled Due to PayPal Receiver Country Regulations?

Hello, every time i request a payout on my itch account, itch support email me this:
We have canceled a payout on your account
PayPal: Your Payout request does not comply with the receiver country regulations. To send this payout, the receiver needs to update and verify their account information.


What does that mean ? My PayPal account is fully functional, what should I do to fix this ?

That error message comes directly from PayPal and it blocks us from sending money to your account. You can try contacting PayPal support with that error message to see if they can assist you any further. If that doesn’t work you can try setting up a Payoneer account to collect the payout.

Payoneer are known to scam. Don't do it. People from 3rd world countries usually use Payonner, and they know and exploit that. Their customer service is disgraceful. Not telling you not to, just people's experiences. You can look more into that online (reddit especially).

Currently, I am contacting PayPal support to hopefully fix this :)

I have contacted PayPal support, and I sent them the error like you told me to, and this is their response:

"I can attest that your account has no issue at all. The other party involved may have been incurred restrictions or limitations on their account."

What should I do in this case ? The problem is not from my side, they said.

i can't open Payoneer, i want to withdraw through PayPal :/

PayPal payouts are being processed normally on our end. The error message is clearly in regards to your account. You will have to try to escalate the ticket on PayPal to someone who is familiar with Mass Payouts so that they can help you.

I also want to include, that when i got into my itch.io account → settings → Payment processors, i see this message:
PayPal (Legacy)
This is mode is deprecated for the new PayPal Commerce Platform for Marketplaces. Please reconnect to PayPal using the section above to avoid any interruptions to your payments. It is not necessary to remove your legacy account to reconnect to PayPal.

Does this have anything to do with my issue ?

Nope, that setting is for the “Direct payments” system of itch.io where you sell directly into your merchant account. Since you are using our payouts system, that doesn’t apply here.

Hi, so my problem is still the same, when i contact Itch support about it, they tell me it's your PayPal account problem, and when i contact PayPal support about it, they tell me it's the other party PayPal account problem.............

I have no idea what to do now... :(

Hi. My own advice, is to contact PayPal and ask if there's anything you can do to speed the process up.

there is no process, PayPal already told me many times that my account is fully functional, like I mentioned above, I am stuck between Itch support and PayPal support, each party is saying the other party account is the problem :/
