You can use any engine you want, but I'm pretty sure Scratch only allows you to play the game you made on their website, so maybe use the time now before the jam to learn how to do proper coding.

Yes, although this jam is originally made for video games only, I'm not going to disallow it if you really want to submit a ttrpg/physical game entry, just keep in mind that there will be less people who can play it and rate it. ^^
