One of the best games in the game jam in my opinion, everything was perfect. Though perhaps the movement speed could be increased, all in all great game!

little nitpick moment:
- make sure to change Filter Mode in the sprite settings to "Point (no filter)" to prevent the pixel art from becoming blurry (as is happening with the stairs, the background and the ghost itself) it will keep the image nice and crisp ;-)
- maybe add different inhabitants with different movement speeds / patterns to add even more complexity?
A really awesome mechanic that I haven’t seen anything similar to in this jam. Very cool! I had loads of fun. I liked how you added elements like investigators and cats for e.g. small tweaks to the loop to keep things fresh. Good work!
Fun little game, simple but enjoyable. I did give up on the dog level though. If I waited til they went past me they'd still turn around and rush towards me and start barking before I could finish the haunting.
And of the games I've played it seems to be a unique idea so that's always something to be proud of!

Fun
Enjoyable. It mostly comes down to properly timing haunts and not a lot of decision making needs to be done. The paranormal investigators are a good idea, but since I could float through floors, they were easy to avoid.
Aesthetics
Simple pixel art style that has some charm. Perhaps could benefit from a more complementary color palette, but the art all matches.
Music
Good music. Fits the game and doesn't interfere.
Sound
The slow cello? sound during haunts was a grating after a bit. Perhaps some minor pitch fluctuations could be used to make it more itneresting.
Mechanics
The ghost movement speed and haunt speed felt really slow. I would have preferred to go a bit faster.
The haunting system was cool though. The paranormal investigators, cats, and nervous people were all a great ramping system.
Story
You are a ghost and need to get these people out. Simple concept, but it works.
Theme
Matches the gamejam theme. You spend the whole game as a ghost. Haunting items also fits with being a ghost. The game feels as if it was built around the ghost idea, rather than have ghosts slapped on top to meet the restrictions.
Woow. Such a simple idea but really powerful at the same time. I love it! .. I can totally see a full 1~2h game made of this project if add even more puzzle ideias... Maybe more ghosts? ... I really liked you game. Congratz. First 10/10 game I saw in this jam IMO.

Dogs are mean. Very nice game. I liked the progression and new elements to be implemented. I gave up on the dog's level though since the bottom left person was super hard to get and I failed two times with no real idea how to get it better... except better rng for the cadence the two characters had to each other.

Here's is some comments for your game:
- The game felt too simple at first but as you introduced more and more elements it become more interesting challenge also. The game felt very hectic, in a good way after getting to the final level. The pacing was good and the length of the game was appropriate for a jam game.
- I especially liked that the mechanic that you had to have the people to witness haunting for it to be effective and the paranormal detectives were also nice way to add tension. The confusion mechanic was a bit difficult to understand at the beginning but I got it at the end.
- One mechanic that I didn't like as much as the others were dogs. In many levels the timing to start haunting (just when the dog has passed) was very strict being even a bit too early or late would lead to the dog seeing you and multiple seconds will be wasted. Even when I succeeded timing ghosting right based on the dog it was impossible to take the human into account the same time and most often they just got confused. The problem was that the dog had any way saw the ghost at that point and when the delay from the barking always lasted so long that the confusion timer of the person had already ended. In short, dealing with dogs felt just random, not skill. I would suggest either changing the dogs with some other mechanic or making the rooms larger so that dealing with the dogs does not nee so accurate timing.
- I for some reason really liked the door effects (animation + sound effect). It really made the scene look more alive that the doors were responsive when characters left house and when investigator went around investigating.
- I noticed a bug that the investigator sometimes might catch the ghost from another room if the ghost is close to the edge of the room. There might be some problem with colliders there (or how you handle detecting if the ghost is in the same room)?
- Ghost felt sometimes a bit too slow. I would have liked to be able to move faster. Haunting is the fun stuff in this game so I do not want to use extra time for moving from place to place. Note however that if you end up changing the speed later, you would also need to recalibrate the level timers.
- The game viewport in the itch.io page is weirdly large. You could probably make the game page to look better by decreasing the Height and Width settings in Edit Game -> Embed options.
You're absolutely right about the dogs. They were a late addition and I didn't take the time to properly tune them. I won't do anything until rating is over but I think I need to: 1) Shorten the time it takes to haunt so the timing doesn't have to be so precise 2) Dramatically increase the length of time the people stay nervous and 3) Add a visual/audio que to indicate when you can haunt an object again
The investigators pulling the ghost from the next room is probably a collider issue. I made the ghost's collider bigger than normal so the sprite wouldn't obstruct the haunting animation. I didn't really notice this issue in testing but I should probably shrink the investigation collider to compensate.
I didn't know about viewport size thing. I'll have to check it out.
